LITTLEBOROUGH CIVIC TRUST
Minutes of meeting held on the 8th November 2016 at Hare Hill House, Littleborough
Peter Hook, Ian Jackson, Nick Andrews, Shaun Clancy, Clive Jones, Iain S Gerrard & Julian Farnell (Littleborough Canalside Development Group).
1. The meeting opened with the Chairman Peter Hook welcoming everyone.
2. Apologies for Absence were received from: Carl Clancy, Mike Price, Gillian Price, John Kay, Angie Walker & Councillor Ann Stott
3. The previous minutes of 11th October were agreed, with no matters arising.
4. Treasurer's Report - John Kay.
This item was deleted until the forthcoming Extraordinary General Meeting/Annual General Meeting
5. Constitution - Nick Andrews.
Nick Andrews stated that the proposed constitution was ready to be sent to the Charity Commission and obtained from those present the outstanding signatures required from the officers.
6. Planning Applications - Peter Hook
Barkers Wood – Peter Hook informed those present that he had met with the relatives of the late Mrs Barker and that they approve of the Littleborough Civic Trust becoming the custodians as do Rochdale Metropolitan Borough Council.
Councillor Ashley Dearnley had recently backed a proposed children’s playground within the boundaries of the land but this had received no support.
LCT remain opposed to any development at present and look for remediation of the land from previous development attempts by a person unauthorised to do so.
Proofing’s site – A meeting to be held by Rochdale Metropolitan Borough Council on the 10th November 2016 to consider a revised planning application where a decision will be taken. Littleborough Civic Trust have submitted their views and consider that the application as it stands is unacceptable. Rochdale Metropolitan Borough Council have not yet commissioned adequate surveys of toxicity of the land, and additionally, adequate ‘bat surveys’, as residents nearby have reported extensive bat activity.
Rakewood – The proposed developer had submitted a revised application to RMBC. However, concerns regarding flooding still remain and the Environment Agency are to re-examine the proposals and hold a meeting shortly.
Durn – No change at present.
7. Littleborough Canalside Development Group - Iain Jackson
Ian Jackson gave an update (on behalf of John Kay) from the previous meeting held by the group on the 18th October 2016 where a matter of remuneration to Hare Hill House for facilities used had been queried. This was deferred until after the Annual General Meeting.
Discussions took place regarding the possibility of refurbishment of the boat owned by the group, with interest from a local businessman willing to put time and effort into a project for it to become a floating ‘snack bar’ run by volunteers.
The Canal and River Trust had been questioned regarding their partnership with Rochdale Metropolitan Borough Council in comparison to Calderdale Council who take a very active interest in the Rochdale Canal and its draw on tourism, who stated they do have a partnership agreement.
8. Flood Group Update
Ian Jackson gave an update (on behalf of Angie Walker/Mike Price) from the previous meeting held by the group on the 17th October 2016. Sarah Parkington of the National Flood Forum is dealing with several ongoing matters.
It was emphasised that she is dealing with the Environment Agency in relation to the issue of a warning siren for flood alerts in Littleborough. This method is used extensively throughout the Calder Valley.
9. Extraordinary General Meeting
This meeting is to go ahead as planned on 29th November 2016, 7 pm at Hare Hill House.
10. Actions sheet
This item was deferred until the meeting after the forthcoming Extraordinary General Meeting/Annual General Meeting.
11. Any Other Business.
Peter Hook advised that he had met with Bob Wetherley, a local resident, who had discussed with him the proposed inspection of walking trails within Littleborough, as documented by John Street. Ongoing.>/p>
The meeting closed on schedule with the next meeting being the above mentioned Extraordinary General Meeting and Annual General Meeting.
